Lam Chiu Ying is an adviser to the Hong Kong Countryside Foundation.  He was its chairman for several terms and has been involved in the rural revitalising effort at Lai Chi Wo Village in Sha Tau Kok since the 2010s. He is a veteran bird-watcher and is the honorary president of the Hong Kong Bird Watching Society. He was director of the Hong Kong Observatory before retirement.

Even without considering the flooding risks of this proposition, the questionable population projection and mind-boggling costs of the construction alone should deter Hong Kong from making this unnecessary mistake.
