John Tsang pledges to revisit Article 23 in election manifesto

John Tsang Chun-wah, popular contender in Hong Kong’s leadership race, unveiled his election manifesto.

He believed Hong Kong should restart the political reforms based on the ‘831 decision’ and revive the legislative work to implement Article 23 of the Basic Law.
