‘Perceptions are important’: new Hong Kong justice secretary defends city’s rule of law

Hong Kong’s new Secretary for Justice Paul Lam Ting-kwok speaks with Post senior reporter Chris Lau about the city's rule of law and legislating Article 23 of the Basic Law on protecting national security.
